January 2007 - the OCA will consult widely about the arrangements that will ensure effective engagement with the science community on science strategy and issues so that future CSA-related developments can be built on the foundations already laid by the SSAC. Nearly all the present members of the SSAC have agreed to remain involved to support Professor Glover during the first half of 2007 to help frame recommendations to Ministers about the way forward.

    May 2002: First meeting of the Scottish Science Advisory Committee.  
    April 2002: The Royal Society of Edinburgh appointed the members of The Scottish Science Advisory Committee.  
    December 2001: The Royal Society of Edinburgh appointed Professor Wilson Sibbett to Chair the Scottish Science Advisory Committee.  
    August 2001: Publication of A Science Strategy for Scotland (http://www.scotland.gov.uk/who/elld/sciencestrat.asp). In the strategy the Executive committed to : “set up a Scottish Science Advisory Committee, under the auspices of The Royal Society of Edinburgh, to provide independent advice on strategic scientific issues. It will include members of the scientific community, users of science, and those directly affected by science, and will consult widely" and “appoint an outstanding scientist, with an international reputation, to chair the Scottish Science Advisory Committee who it is intended will become the chief adviser on science to the Executive. He/she will provide strategic advice on scientific matters to Scottish Ministers and will be an important voice for Scotland in debates on science beyond the Executive"  
    April 2000: Publication of the Report of the Science Strategy Review Group (http://www.scotland.gov.uk/consultations/enterprise/ssrg/ssrg-00.asp). The Report included a recommendation for “A high level and independent advisory body, providing advice to the Executive on science strategy, science policy and priorities.”  
 

 

September 1999: The Scottish Executive appointed the Science Strategy Review Group. This Group was asked “To identify the questions that need to be addressed in order to put in place a Science Strategy for the Scottish Executive; and to identify what additional mechanisms would be required to answer these questions and to implement such a strategy”.

    About Us / Terms of Reference  
   
  1. The Scottish Executive defined the terms of reference for the Scottish Science Advisory Committee in association with the Royal Society of Edinburgh and the Chair of the Scottish Science Advisory Committee.
  2. SSAC provided advice to Scottish Executive Ministers on science strategy, policy and priorities to allow the Scottish Executive to make effective use of available scientific advice, knowledge and techniques in formulating and implementing policies to support the full range of its objectives.
  3. The SSAC took a medium to long term, horizon scanning, strategic view in formulating its advice to Ministers.
  4. The Executive continued to rely on a wide range of scientific advice from a number of sources, including a wide range of UK expert scientific advisory committees. The Committee’s role was not to provide advice to the Executive on specific scientific matters, e.g. BSE, foot and mouth disease, release of genetically modified organisms etc.
  5. The Executive could ask the SSAC to recommend sources of scientific advice on specific scientific matters, or for assistance in organising events or commissioning advice on such matters.
